SITE PLAN REVIEW COMMITTEE
December 3, 2008 - Minutes

A meeting of the Site Plan Review Committee was called to order at 10:00 a.m. in Skaket Meeting Room at the Orleans Town Hall.  Departments Present:  George Meservey (Planning); Robert Felt (Fire); Brian Harrison (Building); Jennifer Wood (Conservation); Erika Woods (Health); Mark Budnick (Highway).  Absent:  Todd Bunzick (Water).  


INFORMAL REVIEW:  Souza’s Refrigeration, 50 Lots Hollow Road

The applicant, John Souza (Souza’s Refrigeration) reminded that committee that similar plans have been presented for 50 Lots Hollow Road and have now expired.  Souza explained the new proposed plan which includes the installation of a dormer over Building “A” which is currently being used for office space.   Souza stated that need for a meeting area for worker education and described the proposal to install a drop ceiling in the garage space in Building “A”.  Souza indicated the intent to construct a loading dock between Buildings “A” and “B”.  Souza stated the need for a security fence due to recent thefts around the buildings.  Souza stated that there are two apartments in Building “B” with 2/3rds of useable basement space and 1/3 of the basement on a slab.  Souza expressed the intent to gain Site Plan Review Committee approval for future construction work.  Souza stated the intention to rent out two of the buildings.  

Comments:       

Fire:   All drainage or underground tanks must meet H20 standards.  Adequate access must be provided for emergency apparatus around as many possible sides of the buildings.   These are mixed use buildings and may require sprinklers.  

Health: System must be inspected by a Title 5 System Inspector and a Registered Sanitarian or Engineer must certify that the system is adequate for the increase in flow and a report must be filed with the Health Department.  The applicant may have to upgrade the system with the leaching pit.  Building C needs additional test holes and perk tests of the reserve area.  No floor drains are allowed in the new building.  The applicant needs to provide justification for the septic system and reserve area underneath the pavement.  

Highway:        Stormwater design calculations must be provided to the town.  25-year storm
drainage must be contained on-site and drainage calculations must be prepared by a Professional Engineer and provided to the town as well as  shown on the Formal Site Plan.    
    
        Conservation:   No Conservation Department comments.  


Building:       A Special Permit may be required from the Zoning Board of Appeals for the                               expansion use of more than 2,500 square feet of commercial space.  A Special
Permit from the Zoning Board of Appeals may be required to construct Building “C”.  

MOTION:  On a motion by Brian Harrison, seconded by Bob Felt, the Committee voted to accept the Site Plan for Souza Refrigeration located at 50 Lots Hollow Road with the latest revision dated November 17, 2008 as the Formal Site Plan, contingent on the receipt of adequate stormwater and drainage calculations.  

VOTE:   6-0-0    The motion passed unanimously


APPROVAL OF MINUTES:  November 19, 2008

MOTION:  On a motion by Brian Harrison, seconded by Bob Felt, the Committee voted to approve the minutes of November 19, 2008.

VOTE:   5-0-1   The motion passed by a majority.  (Mark Budnick abstained)
